Primarily the federal government. State and local governments will also pay if studies show they benefited from direct actions against Blacks.

"How much would each person get?"

The government is good at determining the economic worht of thiings like education, housing, banking, etc. It will provide a general dollar amount from doing the economic and historical research. Furthermore, Black folk should also recieve tax breaks and free tuition to public colleges, and low to no interest rate loans for housing.
