I read James Baldwin's "The Evidence of Things Not Seen" and he argues that white supremacy allow for serial killers to thrive. It goes back to the point that white people only want a social safety net for themselves if they want one at all. Serial killers get away with their behavior for so long because they go for marginalized populations, for the humans who a body politic will not miss.
